Hi Mark, If The start up isn't instant then there could be a problem with the wiring configuration? Alternatively we can replace the item to see if this helps. Osram is a premium brand and although we are very well priced these aren't a cheap type of ballast. “I needed to replace the ballast (choke) in a number of florescent fittings. These electronic ones do the job very well. No need for a starter or PF capacitor. One unit replaces two old chokes in a double fitting. It's a good idea to get a reel of white cable if you have a few to do, and you'll need a pin or something thin to remove the old wiring from their fitting. These new units saved me replacing a lot of fittings and have done a great job!”
