“It's a Power Supply, it works okay and has a decent amount of spare capacity over what the Pi 4 uses, but the big issue to consider is how much current will be taken from the USB ports, as the PSU has to supply that too. So remember to add up what you want to plug in and make sure it's not taking more than about 1.3-1.4A (I've seen reports of Pi 4s taking 1.5A when busy) or buy a PSU with a higher rating.
The main annoyance is there is no on/off switch and I'd suggest considering buying one of these to go along with it:
