“The first, I missed Raspbian-OS-boot but re-download last Raspbian OS, it has be booted normally. In Japan, next certification document is necessary then it has to be downloaded and print it. (https://www.raspberrypi.org/documentation/hardware/raspberrypi/compliance/rpi_DOC_3bplus_JAPAN.pdf)”
