I would definitely size up as when there is elastic bands involved I tend to find they can be really tight so I am usually a size 1, but went with 14 and it fits perfectly. The little bubble shoulder caps can be worn like on the model or if you get hot (and a little sweaty like me), you can wear them down and it still looks cute as a button.
