We are sorry to hear that you have a problem with your flooring. Please can you conform what you mean by lumpy? Sheet vinyl should be fitted to a dry, level, solid and dust free service which prevents the flooring from ripping or being unlevel. Vinyl flooring can be installed to plywood however ply or hardboard with barbed or rim edge nails should be laid every 15cm. Lay hardboard rough side up.
