“The course content was interesting and I feel I did learn some useful techniques that I have applied to anchoring loaded bulk carriers. I was dissapointed that after paying US$100 personally I was unable to obtain a certificate. The verification of training produced after finishing the course implies that I can get a certificate. It states "Signature is only required if the printout is intended as documentation to a third party or submitted to OTG for course certification purposes." I sent off the appropriate application properly signed and stamped to then be told that a certificate would not be issued. When purchasing a course it should be clear that this is just an e-learning module and not a full course. That no formal certification is available. If I had known this I would not have paid for the course.”
